ICEYE and Nokia start collaboration to develop sovereign satellite communications for governments

Espoo-based ICEYE and Nokia begin partnership to develop low Earth orbit satellite communications systems that governments and defence organisations can own and control directly. The first satellites are due to launch in 2028.

The partnership combines ICEYE's sovereign satellite mission capabilities with Nokia's secure networking technology. The system will integrate satellites, ground infrastructure and ruggedised terminals to deliver high-throughput, low-latency connectivity over priority areas.

The technology is designed for defence, border security, emergency services and disaster response, particularly where terrestrial networks may be disrupted or compromised. Rather than replacing existing military or commercial networks, it will add capacity and resilience while reducing dependence on external communications infrastructure.

For government users, the value lies in maintaining trusted access to critical communications and command systems under demanding conditions, while retaining sovereign control over the infrastructure itself.
